Under the oversight of the Director-Marine & Technical Operations, this role is responsible for maintaining and continuously improving the shipboard and training operations for Disney Cruise Line®. This position supports company’s shoreside and shipboard safety and marine training and strategies by ensuring high standards of marine, safety and marine environmental protection through the development, implementation, and monitoring of a consistent policy for training procedures and training delivery/applications plans. This primarily covers, STCW (Standards of Training, Certification, and Watchkeeping) SOLAS Convention Chapters III (International Convention for the Safety of Life at Sea,); the COLREG (International Regulations for Preventing Collisions at Sea, 1972 “the COLREGs”); CLIA (Cruise Line International Association) associated national and international legislations.

Responsibilities: 

  • Responsible for the on board STCW/SOLAS training programs and ensures compliance with the Flag State certified program. Responsible for the development of the shipboard training program. 
  • Develops and supervises the ships’ MTO training program plans and provides guidance to the ships to make sure that correct compliance is followed by performing gap analysis in regard of company, local, international SOLAS and STCW and CLIA, and environmental regulations related to training requires matters.
  • Responsible of maintaining level of competence for on board Marine and Technical trainers, by providing leadership, mentoring, and coaching. 
  • Responsible for creating training strategies for shipboard and shoreside professional training at short and medium term. Support Senior Manager of Marine Operations and Fleet Training for long term strategies. 
  • Responsible for the development, maintenance, and quality assurance of the shore side Professional Trainings. Responsible to verify and to have process in place that will guarantee that the company professional training required are meet for all officers and crew.


Responsible for the following:

  • Responsible of maintaining level of competence for on board Marine and Technical trainers, by providing leadership, mentoring, and coaching.
  • Leads and coordinates monthly Training Officer conference calls, minutes, follow-ups, and closure of scope specific items.
  • Responsible for the on board STCW/SOLAS training programs and ensures compliance with the Flag State certified program. Responsible for the development of the shipboard training program.
  • Responsible for creating training strategies for shipboard and shoreside professional training at short and medium term. Support Senior Manager of Marine Operations and Fleet Training for long term strategies. 
  • Monitor all training related documents, technical safety bulletins, certificates and organize ship visits for Flag State inspections renewal. Follow up on observations/deficiencies as reported by Port and Flag State inspections.
  • Responsible to ensure that the quality assurance visits for trainings on board of each ship and private islands are properly conducted by the fleet training team. Conducts vessel assessments, whilst monitoring the correct applications and quality assurance of training Procedures on-board the Fleet of vessels and islands highlighting the best practices and areas for improvement by proposing amendments to training related procedures.
  • Responsible to support the development of the new trainers and to ensure the officers capability do cover the on board first officer D.
  • Financially responsible for allocated budget covering training equipment, replacement and maintenance, service, and capital projects for new technologies
  • Maintain current knowledge of up-to-date marine research and relevant projects, evaluate new technology and procedures for use onboard the ships and island(s).
  • Responsible for developing, maintaining, and upgrading the Marine Learning System.
  • Responsible for the selection of training facilities and quality assurance for shore side professional trainings for the deck department and support to develop the training strategies for new builds.
  • Responsible for the implementation of initiatives and strategies to support safe work practices across the fleet.
  • Responsible for the development, maintenance, and quality assurance of the shore side Professional Trainings. Responsible to verify and to have process in place that will guarantee that the company professional training required are meet for all officers and crew.
  • Responsible for the implementation of initiatives and strategies to support safe work practices across the fleet and for the Occupational Safety and Health training program. 
  • Oversee training compliance of applicable Flag State, Port State, and IMO requirements.
  • Responsible for assisting in the development and maintenance of budgets for the department budgets for areas of responsibility, including Capital projects related on board trainings and professional trainings.
  • Responsible to verify compliance with SMS for areas of responsibility.
  • Provides shore-based assistance for Marine and Technical Operations to maintain safe ship operations.

SMS Responsibilities:

  • Implementation of the general safety management responsibilities in SMS.
  • Responsible for implementing Safety Management System policies and procedures relative to areas of responsibilities.
  • Responsible for the development of safety amendments to SMS policy and procedures for approval prior to sending them to Manager of Fleet Training Manager
  • Assists and keeps the informed of ongoing and planned matters relevant to issues and materials in the SMS.
  • Safety Committee member 

Basic Qualifications:

  • Strategic planner with sound technical and people skills, analytical ability, sound judgment and operational focus.
  • Marine /Safety Training experience, great communication skills, leadership
  • Must display great knowledge of regulations governing the Marine industry under IMO, such as ISM, SOLAS, MARPOL STCW, CLIA and understand how to access information when required.
  • Extensive working knowledge and depth understanding of the industry, company and ships training systems and operation.
  • Must have excellent communication skills and the ability to relate to employees at all levels of the organization including great analytics skills needed to correctly manage the training operations and the strategic planning for the development of operational and professional training programs.
  • Excellent interpersonal skills to communicate in a multicultural environment with all levels of employees and management.
  • Must have ability to interface and maintain effective relationships with all departments and employees in a highly diverse environment and able to execute operational imperatives in a swift and demanding environment.
  • Ability to take regulatory issues and requirements and condense them into simple, understandable, and executable guidance and operating procedures.
  • High attention to detail.
  • Excellent working knowledge of Excel, Word, PowerPoint, and Microsoft Office.
  • Good Operational business knowledge related to training operations. 
  • Ability to manage training operations from an operational and a professional standpoint. 
  • Ability to manage day-to-day operations of the fleet training operations and short-term strategies for the development of the ships/islands and professional training program.

Preferred qualifications

  • Former Deck Officer and/or working in a Maritime Training facility.
  • Must have great knowledge of the ship’s operations and each deck department on board role.  
  • Deep business knowledge related to training operations. 
  • Manage the training operations from an operational and a professional standpoint.
  • Strong project management skills
  • Excellent communication skills

Education

  • Bachelor Degree or equivalent experience such Chief Officer/Master Certificate of Compliance
